Agency With Choice
The Arc of York & Adams Counties’ Agency With Choice Program is a participant-directed service that provides individuals and families with the opportunity to share in managing supports. It allows individuals and their families to recruit, select, and manage their own support staff, while The Arc handles the essential employer responsibilities such as:
- Payroll processing
- Tax withholding and reporting
- Background checks
- Worker’s compensation coverage
- Compliance with employment regulations
This approach gives the individual the flexibility to choose the right people for their life and the peace of mind knowing the administrative side is taken care of.
Who Can Participate?
The Arc of York & Adams Counties’ Agency With Choice Program is available to individuals with intellectual and developmental disabilities who are eligible for services through the Pennsylvania Office of Developmental Program (ODP) and are enrolled in qualifying waiver programs.

NOTE- Beginning in the fall of 2022, The Arc of York County and The Arc of Adams County began the process of merging to better serve individuals in York and Adams Counties. Although we are still awaiting our official name change to “The Arc of York and Adams Counties,” we proudly serve all individuals with intellectual and developmental disabilities in both York and Adams Counties.
